Political debate strategy: Majority w/president vs Majority w.out/president?
It has more to do with whether or not the party has an overwhelming majority in the Senate than anything else nowadays. Without 60 votes in the Senate, it is very difficult for either political party to enact policies due to the filibuster rules. Democrats, in particular, need an overwhelming majority to move legislation through, as their caucus is less effective at voting together. These are simply the Congressional realities...before we even bring into question the issues around overturning a veto.
